Technically, you should not get any defective garments from the factory.

 

QA must not pass any defective garment.

Of course, they are not machines, so they should have some tolerance. 

 

Only some defective garments may be acceptable. We call it tolerance

But what if one garment style has an overall quality issue?

Then we need immediate action.
